- Guri City Climae Change Adaption Policy in the Building Sector – Guri City Carbon Neutrality Green Growth Master Plan -
본 연구는 지방자치단체의 온실가스를 효율적으로 감축하기 위해 2023 구리시 탄소중립 녹색성장 기본계획을 분석하였습니다. 구 리시는 노후 건축물의 비율이 높아 에너지 성능 저하로 특히 건물분야의 온실가스가 많은 것으로 나타났고 2050 구리시 탄소중립 녹 색성장 기본계획에 따르면 건물분야의 세부전략으로 총 34,304톤의 CO2eq가 감축될 것으로 추정됩니다. 주요 감축 전략으로는 공공 건축물 제로에너지 건축물 인증 확대로 CO2eq 9,946톤으로 약 29%, 공공부문 온실가스 목표관리를 통해 CO2eq 9,398톤으로 약 27%, 친환경 저NOx버너 보일로 보급으로 CO2eq 7,507톤으로 약 22%, 온실가스 감축 활동에 시민 참여 등을 통해 CO2eq 5,647톤으로 약 16% 감축할 수 있습니다. 특히 ‘시민기반 온실가스 감축사업’은 예산 대비 온실가스 감축 측면에서 가장 효과적으로 나타났습니다. 다른 지방자치단체에서도 탄소중립 녹색성장 기본계획에 해당전략들을 채택한다면 온실가스 감축에 긍정적인 효과가 나타날 것이고 나아가 제로에너지 건축물 인증 확대가 공공부문을 넘어 민간부문까지 확대될 경우 시 차원을 넘어 국가 온실가스 감축에 큰 역할을 할 것으로 예상됩니다.
구리시 건물부문 기후변화 대응대책 – 구리시 탄소중립 녹색성장 기본계획을 통하여
This study analyzed Guri City’s Carbon Neutrality Green Growth Master Plan, published in 2023, to find effective strategies for local governments to reduce greenhouse gas emissions. Guri City faces challenges due to a high proportion of old buildings leading to energy performance degradation. According to the Guri City Carbon Neutrality Green Growth Master Plan, the building sector's specific projects are expected to reduce a total of 34,304 tons of CO2eq. The key reduction strategies include expanding zero-energy building certification for public buildings, accounting for approximately 29% with 9,946 tons of CO2eq, greenhouse gas target management in the public sector, which is about 27% with 9,398 tons of CO2eq, promoting eco-friendly low-NOx boilers with around 22% or 7,507 tons of CO2eq, and engaging citizens in greenhouse gas reduction activities, resulting in about 16% or 5,647 tons of CO2eq. Notably, the “Citizen-Based Greenhouse Gas Reduction Project” that encourages citizens to save energy stands out as the most effective in terms of greenhouse gas reduction compared to the budget allocated. Other local governments might consider adopting this strategy in their Carbon Neutrality Green Growth Master Plans to achieve positive effects on greenhouse gas reduction. Furthermore, if the expansion of zero-energy building certification extends beyond the public sector to include the private sector, it is estimated to play a crucial role in reducing the nation's greenhouse gas emissions, going beyond the city level.
